Sullivan County Approves Seneca Casino Project

On April 29th, 2009, the Sullivan County Legislature approved an agreement with the Seneca Tribe, a federally recognized Indian Nation, the Seneca Catskills Gaming Corporation, a corporate organization owned by the tribe and the Sullivan County to construct a Class III gambling casino facility on the sixty-three acres of land at exit 107 off of Route seventeen in the town of Thompson.

In careful consideration of the undertakings of the Seneca Catskills Gaming Corporation, Sullivan County has agreed to actively collaborate with the Nation, to assist the tribe in obtaining all the permits needed in the project. In consideration of this casino project, Sullivan County will enter into agreements with local entities to cushion the effect of the project.

Under the agreement, the Seneca Catskills Gaming Corporation will directly pay the Sullivan County for the benefit of impacted entities as decided by the county, yearly local payments in accordance with the following set schedule: year one and two before hotel facility completion, $15.5 million, year three through seven subsequent to the completion of the hotel facility, $20 million.

The Chief Executive Officer of Rotate Black Incorporated, the organization that will manage the casino and hotel, John Paulsen, thanked the officials of Sullivan County for their support of the Seneca Catskill Mountains Hotel and Casino project. Assemblywoman Aileen Gunther informed Paulsen in a separate meeting that she will take Sullivan County's message of support to Governor David Paterson for his consent to the casino project.

Once finished, the Seneca Catskills Mountains Hotel and Casino will feature two million square feet of space, six thousand slot machines, 120 casino table games, thirty poker tables, horse racing book center, a 1,500 room hotel and spa, twelve eating establishments, a VIP retail space, a five thousand seat arena and 100,000 square feet of banquet space and a gaming arcade.

Rotate Black states that the Seneca Catskill Mountains Hotel and Casino will produce $160 million in exclusivity fees to state and local governments, which is bigger than what is currently being paid to the state and local governments under the Nation's Class III gaming compact for its three casino facilities in New York. No other tribe in the state provides such significant payments to the state and local government. The Seneca's Tribal Council founded the Seneca Catskills Gaming Corporation as its development division for this casino gaming venture.
